states with the most type of plates are:

False alarms—generally triggered
by user error, windy weather or a pet—are eating away
at police manpower. A US Justice Department study found that
false alarms make up 10–25% of all calls to police. In
Cleveland, 97% of the 17,757 commercial burglar alarms that
rang turned out to be false in 2002. The city’s police
department estimates its officers spent 6,833 hours responding
to those alarms. Of the 59,174 burglar alarms that rang in Akron
between 1996–2002, 99% were false. In Dayton, 97% of all
alarms in 2002 were false.
